As the State Oil Pollution Control Officer for Tasmania from 1989-1996, I was responsible for the development and implementation of the Oil Spill Contingency Plans for each of the 7 separate Marine Boards and Port Authorities - Burnie, Devonport, Hobart, Launceston (Bell Bay), Circular Head, King Island and Flinders - as they existed during that period. I was also responsible for exercising those plans.
The scope and implementation of these plans were severely tested when the Iron Baron (carrying 24,000 tonnes of manganese ore), grounded on Hebe Reef at the mouth of the Tamar River at about 1930 hrs (EST) on Monday 10 July 1995. In the event, the Contingency Plan worked well.
I was also the Scientific Support Co-ordinator for Tasmania from 1989-1996 and was the SSC representative on the National Plan Advisory Committee from May 1995 - September 1996 and was involved in the Review of the National Plan carried out between 1991 & 1993.
Additionally, I was very closely involved in the preparation of Tasmania's first hard-copy Coastal Resources Atlas.
I therefore have an intimate knowledge of the National Plan, the Australian Maritime Safety Authority, Contingency Planning. Through my close associations with the Tasmanian State Emergency Service, I also have an intimate knowledge of emergency Planning, Response and Recovery as applied to oil spills.
