ANZECC - the Maritime Accidents and Pollution initiative
"Arising from a number of shipping incidents that posed significant pollution potential to parts of the Australian and New Zealand coast line, the Australian and New Zealand Environment and Conservation Council (ANZECC) resolved to review the implications of shipping operations. In 1993, ANZECC commissioned the Maritime Accidents and Pollution Task Force to report on these matters, and to advise on how Council might help to minimise the environmental impacts of shipping activities. ....
In April 1994, ANZECC endorsed the general approach and high priority issues identified by the Task Force. A consultative paper, including a draft action plan, Maritime Accidents and Pollution: Impacts on the Marine Environment from Shipping, was prepared by the ANZECC Maritime Accidents and Pollution Implementation Group and released for public comment in April 1995, for a 3 month period. ANZECC sought public comment on its priority issues and actions proposed to progress the issues."

3 Working Groups were established under the Maritime Accidents and Pollution Implementation Group to progress various high priority issues:
I was nominated by the Department of Environment and Land Management to become the first Chair of the Marine Debris Working Group. I was therefore closely involved with the development of the 2 reports so far released, as well as sitting on both the Waste Management Working Group and the Maritime Accidents and Pollution Implementation Group.

There are other issues outside of Marine Oil Spill Response which also involve the MARPOL Convention.
Specifically, there are the waste reception facilities requirements under Annexes I and II, and the imminent acceptance of annex III (Sewage Discharge). Additionally, IMO has recently released Annex VI (Air Pollution) for implementation and is currently working on Annexes for Ballast Water and Noxious Solids.
Many elements of MARPOL Implementation are also included in Environmental Management Systems (EMS).
